Oregon's Library Services & Technology Act (LSTA) Program
Development of the Libros for Oregon project was supported in part by a two-year LSTA grant from Oregon’s Library Support and Development Services division. The first year of the grant (2016-17) was for planning a sustainable program infrastructure, and the second year (2017-18) was for testing the implementation of the plan.

Each year, state funds in the Oregon State Library budget leverage a two-to-one match of federal funds under the Library Services and Technology Act (LSTA) Grants to States program. This program is administered at the federal level by the Institute of Museum and Library Services.
In 2015, the State Library received a block grant of $2,150,600. Around $634,000 of that block grant was awarded in competitive grants. The rest of the funds support statewide projects such as Answerland (24/7 virtual reference services), OSLIS, and access to full-text databases for public, academic and school libraries, as well as consulting services provided by Library Support and Development staff. The uses of the block grant funds and the types of projects supported are based on the LSTA legislation and Oregon's LSTA Five-Year Plan.
